新一轮税改致力于完成的六大任务

启动新一轮税制改革,首先必须明确它所要完成的任务。这些任务包括:恰当界定宏观税负水平;政府收入行为及其机制的规范化;融入经济全球化;与财政安排体系相协调;税收中性与税收调控相结合;提升国家竞争力。     

从财政支出结构解读中性财政政策

许多文献已论证财政政策在实现经济长期增长中的作用，本文试图从政府财政支出结构入手，来研究我国的财政支出项目与GDP的关系，分析财政支出的各个项目对经济的影响，指出当前中性财政政策的着力点应优化我国财政支出结构。     

机械设备故障监测与诊断系统综述

主要介绍了机械设备故障监测与诊断系统以及故障诊断的常用方法，并分析各种诊断方法的优缺点，最后简要指出了故障诊断技术的发展方向。     

关于宏观调控若干问题的思考

宏观调控是一个中性概念。宏观调控本身就包含了限制与发展、紧缩与扩张、后退与前进几方面的内容。1992年正式提出向建立社会主义市场经济体制过渡以后，市场经济意义的宏观调控逐步走上历史舞台。从1993年到2003年，中国经济经过了紧缩性和扩张性两轮正相反的宏观调控。目前，中国经济进入新一轮的上升周期。此轮宏观调控转向“中性”政策。所谓“中性”政策，是相对于扩张性政策和紧缩性政策而言的，是一种有保有压、有紧有松、上下微调、松紧适度的政策。“软着陆”的经济含义是，国民经济的运行经过一段过度扩张以后，平稳地回落到适度增长区间。目前，中国的经济增长率和物价上涨率都在正常区间，所以整体上不存在所谓“软着陆”问题。     

Valuing and Pricing Retail Leases with Renewal and Overage Options

We consider retail leases with landlord overages options, with tenant renewal options, with both and with neither. We illustrate how the ratio of initial expected sales to the sales threshold can be manipulated to equate the value of the landlord overage options to that of the tenant renewal option at the same initial rent. Not only are the values equal, but the cumulative distributions of potential IRRs on the two leases are nearly identical, suggesting that these leases are equally attractive to risk-averse investors and thus that the same risky discount rate can be used in valuing the leases. In contrast, the appropriate risky discount rate for the overage lease is calculated to be 75–160 basis points greater than that for the renewal lease.     

构建我国中性税制的设想

目前,我国财政政策已由“积极”转向“稳健”,税收作为财政的一个重要组成部分,应积极响应财政政策。我国现阶段通过以减税为特征的税种“中性化”来构建的“中性税制”,既符合市场经济发展的要求,又不会影响到财政收入,而且能积极响应稳健财政政策的实施。构建我国现阶段“中性税制”,必须“充分体现税收中性,并适当坚持税收调控”这一核心。     

Equity market neutral hedge funds and the stock market: an application of score-driven copula models

In this article, we study the time-varying market neutrality of equity market neutral hedge funds. We use data from the Hedge Fund Research? Equity Market Neutral Index (HFRX EH), which represents the performance of a portfolio of individual equity market neutral hedge funds. For each day, we measure different levels of association of the Standard and Poor’s 500 (S&;P 500) index and the HFRX EH. We use non-linear dynamic conditional score models of location, scale and copula that, to the best of our knowledge, have not yet been applied in the body of literature on hedge funds. We study whether the neutrality of the HFRX EH that is evidenced in the body of literature for the period of April 1993–April 2003 also holds for the following decade, for the period of May 2003–December 2016. We estimate different average levels of association for the pre-, during- and post-periods of the US financial crisis of 2008. We find that the association of the S&;P 500 and the HFRX EH, on average, is significantly positive for the pre- and post-periods of the financial crisis, and it is significantly negative for the period during the financial crisis.     

碳税减排路径与效果辨析

中国面临着温室气体减排的巨大压力,碳税辅以碳排放权交易是适合我国国情的有效减排政策工具.文章深入分析了我国实行碳税的现实条件,对碳税税制要素、税率、征税环节、税收收入的归属与使用、税收减免与补偿等相关政策配套的相互作用机制和减排效果进行了探讨,提出通过多种模型和方法的综合应用对碳税的技术路径进行设计;揭示动态条件下碳税税制要素的构成与选择;指出税率是碳税政策实施的关键环节,且存在最优的碳税减排税率;辨析中性税收实施方式下多方利益关系的协调和最优税收返还模式;分析碳税及其政策配套的减排效果、对经济活动的影响,提出适合我国实际的碳税政策实施建议.     

完全市场中的资产定价——有限离散时间情形

研究完全市场中有限离散时间情形下的资产定价问题。首先,给出了无风险收益的概念,借助无风险收益定义了一种风险中性概率。基于这个概率,得到了资产的价格等于随机现金流与随机贴现因子乘积的期望,而且资产的价格还等于资产支付关于q的期望对无风险收益的贴现值。其次,借助无风险概率考虑了资产在多期情形下的资产定价,得出了相应的股票期权公式,尤其作为推论给出了欧式看涨期权的定价公式,并对资产价格过程的鞅性作了讨论。

保护接地与保护接零是预防电气设备产生漏电时造成外壳带电而发生危险所采取的有效措施。当前,不少人对保护接地和保护接零在实际使用时不加区分,因此普及保护接地和保护接零知识,以实现安全用电很有必要。
